No. Jail shouldn't be harsh. We should focus on rehabilitation. Those that can't be rehabilitated will yes, have to be kept outside society. But we shouldn't focus on "harshness" or even punishment. That's behaving like they do, which is what we should be getting away from. It doesn't make it right just because were the ones doing it.
