Youtrack is listed as American, but Jetbrains was started by Russians in Czechia and is currently headquartered in Amsterdam.
It gets more difficult when you move away from mainstream stuff, video editing and VFX comes to mind (I was going to say CAD but then I remembered dassault exists)
Blender is European. Black Magic Design (who make DaVinci) aren't European but they're not American either (they're Australian) so a bit better

My local mass transit system wants to make it harder to use non-American solutions to travel because 98+% of the ridership use US Big Tech apps or bank cards to pay, and they think supporting the remainder (who currently use an RFID transit card that can be topped-up at various stores, including by using cash) are too expensive to support.
