Votes like this are often performative. The bill is going to lose anyway, so leadership allows members in competitive districts to vote "the other way" so in the next election, their opponents can't hammer them with "Well you supported x!" or "You didn't vote y!"
People forget that politics is more than voting things up or down, it's about appearances and re-election chances too.
This is why MANY times you'll see a Congressperson introduce a bill and ultimately vote against it.
If a bill is going to pass or fail anyway, due to the majority party voting in lockstep, it doesn't matter how someone in the opposition votes. So you let someone vote to appeal to their constituents.
