I'm not sure what the point is here considering the current countries where these constitutions were drafted are both in a terrible state. Something that a constitution is supposed to provide a basis against.

Edit: don't get me wrong, the difference between the intent of both constitutions is fascinating and worth attention.

The USSR no longer exists as a political entity. During its time, it was enormously progressive, and the democratic means by which its constitution was drafted is a reflection of that worker authority. It's a meme contesting the idea of "Soviet authoritarianism," the soviets used authority in favor of the working classes, by the working classes, while the Statesians used it by and for capitalists.
