"As a condition of rezoning the applicant will likely provide a Community Amenity Contribution..." I don't really get this though. It implies to me that they don't have to pay a CAC. Is it just a suggestion, like a tip?

I read it as a condition of the approval that they’ll pay if they actually end up building.
