It does sound like she's taking about our military specifically here. But vaguely defensible misleading 'facts' is just their entire body of content anyway. They certainly want ignorant viewers to think the US didn't just extrajudiciously murder 80+ foreigners outside of a war.

I know during the press conference Trump stated that no US lives were lost. He never said no lives at all were lost.
