In the US the cops would just laugh at someone reporting a $1 snack being stolen. Most places have a minimum dollar amount before a crime is even committed.

If I remember rightly, this was a union busting thing, not a snack pie thing. This security guard was involved in a unionizing drive, and a "stolen" snackpie was the thing they found to get rid of the guy. And of course the police went along with it, because acab.
