Put fight bans on all 60,000 of those people and freeze their bank accounts (or at least the ones with US citizenship) while the IRS conducts a full audit of them going back at least 25 years. Use RICO to get any communications they had with each other, or the Trump team. If they've done ANYTHING shady, illegal, or seditious send them to federal prison with the max sentence, no chance for parole or reductions. Execute them for anything that rises to the level of treason.
Nationalize their assets and use them to fund robust safety social nets and Medicare for all.
Anyone who didn't do anything wrong, and just happened to acquire obscene amounts of wealth through purely ethical and legal means well be fine. Although the taxes on anything over $250 million should be at least 95%.
In addition put a surcharge of 1 to 25 million on every private jet fight coming into, or leaving America. Make it tiered based on the net worth of the individual. Then drop the tax rate to a flat 5% on anyone making less than 250k a Year. Legislate money out of politics to undo citizens United, and put term caps on every branch of government.
There you go, a massive stimulus plan than includes universal healthcare and a solid social safety net. It would also ended up netting far more in tax revenue than our current system.
Imagine not being a slave to your employer because you can't afford to go without healthcare. Imagine how much the labor market would improve with actual competition and fluidity.
I'm done with trying to shoehorn policy into existing frameworks built to resist systemic change. Go full Project 2025 and just rewrite the definitions of things to get your way in a power grab so audacious and overreaching that just fighting against it will use all the energy and resources of the opposition - and the concessions will be ignored anyway. Seize the fucking wealth using imminent domain of market spaces. Rob the rich and make them poor. Have them live like us for a few years to earn back a probationary period of counselled allowance from their original money. Drip feed the money back to the rich until they feel how 1,000 dollars can change a life.
And by then they will be used to it and they won't get their stuff back. They are small fries now and have to live in the system they built. Being a regular person is their punishment. It's what we live through every day.
