They do ofcourse know the next lap they will put in, which is useful to know, but it does seem like they might lose track position because everyone got bunched up again.

They count in different circumstances, so why wouldn't they?
Less load on the tyre since they are going very slow and not hitting the curbs? It does seem it is counted
It'd probably be hard to keep track of slow vs fast laps so it makes sense to count any and all laps.
