Fundamentally, this is yet-another demonstration of WHY you can't afford to have laws be bloatware, with all kinds of unrelated functionings bundled-in: ONLY the Unix Way, the each tool does precisely 1 kind of thing, rightly paradigm can result in trustWORTHY civilization set-of-laws.
What government has the spine to be upright to that degree, though?
Every law must do ONLY 1 kind of thing, & do it right, so that laws can be "composed" into the jurisdiction's legal-regime, in a clean, flexible, adapting proper system-of-functioning!
The whole "stew-of-not-understood-stuff" kind of legislation is itself the enemy of our countries' lives!!
