I don't get it and I'm not going to Reddit to check...
It's just a community where everything is written in CAPS LOCK and instead of writing the content you write the "instruction" for the conten, like one does in text templates.
e.g. "I, NAME, hereby declare confirm that XYZ."
Just check the community to see what we mean
Okay. Btw we also have [email protected] with a somewhat similar vibe
