Isn't that district going away?
Not to my knowledge, though the TN legislature certainly would love to dilute Memphis' congressional power like they did to Nashville, and there is a redistricting commission bill slithering through the legislature at the moment so who knows what the future will bring. But for the moment TN-9 is still alive and kicking.
