Plus had an outstanding warrant.

After the third time why didn't they confiscate the vehicle? That should be a thing if it isn't.
He needs to be given jail time. 20 offenses while suspended and he continues to do it. He's clearly going to continue doing it unless given a much harsher punishment
Also the speed limit on the 407 is 100 or 110, so the guy was going at least 34 over the speed limit. He's going to kill someone unless he's given a real punishment
