Gov. JB Pritzker for the first time is calling for President Donald Trump to be removed from office under the 25th Amendment, after the president said cities like Chicago should be used as “training grounds for the military.”

This appears to be just noise.

My lay person's reading of the Wikipedia page on the 25th amendment doesn't lead me to the same reasoning as this governor.

The key bit being section 4:

...written declaration that the President is unable to discharge the powers and duties of his office...

Being a despot doesnt equate to inability to 'president'.
