Their resolution isn't "clean" though. It included cuts. They only include that language because it was used rightly to describe the time Republicans demanded funding changes and Democrats wanted the "clean" bill that didn't change anything. They are the ones that want the change, they are the ones that want it dirty.

I tried to report this to the VA OIG, but naturally the website got shutdown with the government
