How do I do what I'm trying to do?
I want to turn on my TV, have a list of potential movies and TV to watch, click something, have my computer/server DL it on the computer, and stream it to my TV.
Can you really break it down for me? I have Jellyfin on my computer/TV, but I hate having to DL the file and move it myself. I know radarr can do something like this, but whenever I google it, I get a bunch of term I don't understand.

I don't know any specifically but you might be able to find some. The site I linked has a decent guide. I'm afraid it doesn't get that much simpler.
What you're describing sounds a lot like stremio which I have been using for a couple years. It's not super technical to setup, but I recommend adding a debrid subscriptions (<20$ / year). And there's an Android tv app !
