You'd think there'd be a small, light device today.

I'd use a very small phone, but the screens aren't bright enough (in my opinion), something like a Unihertz, then run the Universal Android Debloat Utility, it's pretty good at letting you know what can be disabled.

I bought CoPilot GPS years ago, it uses locally downloaded maps.

At least for cars, Garmin and related companies still sell standalone GPS's. Can probably find used ones online too and update the map data on them.
