So, I did a little digging, and apparently Prop 54 amended the state constitution in pertinent part as follows:

No bill may be passed or ultimately become a statute unless until the bill with any amendments has been printed, and distributed to the members, and published on the Internet, in its final form, for at least 72 hours before the vote, except that this notice period may be waived if the Governor has submitted to the Legislature a written statement that dispensing with this notice period for that bill is necessary to address a state of emergency, as defined in paragraph (2) of subdivision (c) of Section 3 of Article XIII B, that has been declared by the Governor, and the house considering the bill thereafter dispenses with the notice period for that bill by a separate roll call vote entered in the journal, two thirds of the membership concurring, prior to the vote on the bill.

Given that the legislature hasn't been voted on yet, the publishing on the internet could be done immediately and satisfy the constitution. Alternatively, if the Democrats want to keep the plan secret until the last minute, Newsom could provide a written declaration of emergency, and since Democrats have a supermajority, they could easily provide the concurrence without a single Republican vote. Accordingly, I don't see the Republicans winning on this issue.

“The public cannot have a voice if they do not know what’s going on,” said Assemblyman Carl DeMaio of San Diego, who is not party to the lawsuit. “What Governor Newsom and the legislators are trying to do is prevent the public from knowing what’s going on before it’s too late.”

It is an absolute fact that the average IQ of Democrat representatives is higher than the average IQ of Republican representatives. If Dems started playing dirty they'd be doing it more effectively than Republicans because they're more intelligent.

The Dems should go further, hold a press conference, and officially declare that the Republican Party is officially dead, replaced by the MAGA Party. All future Democratic communications will only refer to the MAGA Party.

The MAGA Party does not adhere to any of the basic tenets of the Republican Party - smaller government, lower taxes, individual liberty, family values, economic responsibility, etc., and therefore should not be claiming to be Republican. The Republican Party is as dead as the Whigs, and should only be referred to in an historical and scholarly context.

Make it official, and then stick to it, and watch the MAGA Nazis howl.

What's the alternative, let the red states gerrymander and then just hope and pray that our new Republican-run house does the right thing and outlaws their one advantage in governing?

Newsom isn't doing this in a vacuum, California has had a really well liked nonpartisan districting committee. Texas and other red States have gone with the nuclear option and CA is responding in kind - even more importantly, this is something that has to be voted on by the residents of CA in a special election, rather than by a set of politicians already benefitting from gerrymandering.

I absolutely hate that it has to be done, but as a CA resident I will be voting for it, and I will be pressuring my elected representatives to work towards passing federal legislation outlawing the practice and bringing things to a more even playing field.

The do-nothing alternative is not an option.
