15 or so years ago I experienced this. Not in federal, but the conditions were so bad at some points the floors were wet due to condensation dripping from the walls.
Trapped in a 6x8 room with 3 people and no ventilation other than the food port - during a heat wave - for days. They wouldn't even let us out to shower.
The entire system is evil.
The conditions in prisons are inhumane.
