Sprint towards him, do not stop, and jump on to the platform with him. Block the hit and then retaliate.
Alternatively throw bombs at him, you can throw further than they can. If you can, save the bombs for the next guy behind the wheel. If you have the gun arm that works too, just beware the recoil can knock you off the beams.
