Last I looked, Louisiana had the highest incarceration rate in the world, and plenty of for-profit prisons.
Last I looked, the current administration was discussing re-opening/rebuilding long-term mental health institutions that we abandoned half a century ago after finding they were not beneficial. And filling them with homeless people.
