CPU stuck at 0.80Ghz, Fixed by removing keyboard screw

If removing the screw fixes the issue, what the heck was the cause? Did the screw short circuit something?
A user commented that after they loosened the screw they opened up the laptop and found a metal plate between the keyboard and mobo. The screw must be pushing the metal plate down enough to cause a short. User put tape on the mobo side of the plate and it stopped throttling.
As I suspected. There must have been a reason. Funny that the company did not catch it. Someone must have tested a finished product somewhere, sometime.
I've seen countless Dell laptops with the CPU stuck at a lower speed. Maybe their keyboard design is bad?
