The five eyes is circumventing the laws, yes.

Is there a proper way to share data on your citizens?

Or to collect and store it?

CSE did not say how many Canadians were impacted

Was it all of us, or 5 of us?

Willing to bet it was a great many of us based on their lack of specificity.
