Just came across your post (was searching Lemmy for Cloudpunk stuff lol).

I actually just finished the game last night, and I went and bought the DLC for it right after. I loved the story, and driving your HOVA (hover car) is an immensely relaxing experience, especially with the soundtrack. The scenery is absolutely gorgeous to look at as well, even though it's "just" voxel graphics, they did an amazing job with it.

The story is interesting, there are quite a few places where you need to make a decision, but it's really all up to the player and tbh the consequences aren't prevalent (at least in the main game; the steam page for City of Ghosts labels it as a direct sequel to the main game, and claims to explore the consequences of the decisions made throughout the first story). You do get pretty attached to some of the characters (even with the admittedly mid VA, but I think it gives the game more heart) by the end of the game, so it can get emotional.

As you progress through the game, you'll unlock different upgrades for your vehicle like lateral movement, boosters, and such. There isn't much customization in the main game aside from buying new clothes for Rania, but the DLC adds street races, car customization, and more.

Overall I'd definitely recommend it if you like atmospheric games at all.
