Maybe it's based on the map before the Paraguay war, when Argentina took a chunk off of Paraguay.

It's using the most traditional map notation, with Orient up. The word orientation comes from that, by the way.

Nor were several actual borders. Bolivia/Argentina for one

There were non existing borders too, like Paraguay and Chile. It's safe to say that up to date South American geography isn't the author's forte.
