Exactly, makes streets car accessible while banishing thru (read: fast) traffic to the main arteries.

Bicycles and pedestrians are unaffected.

IIUC, the notion of "superblocks" was associated with lower speed limits (e.g. 20km/h) and a road that's shared between cars and pedestrians. Ideally, kids can play on the street.
