Soldiers are not cops
Gotta warm them up to using them against American citizens. Can't just jump straight into that.
Among many other fuck ups, allowing the President or DoD to activate the National Guard without a Governors approval is ludicrous. Even then you know all the red state Governors will applaud this and hand over the troops without any preconditions.
