I'd say the blame on that one is squarely on Nazi Germany alone. Soviet Union opportunistically took part in dividing Eastern Europe, which is despicable but not the same thing imo.
I'd imagine that sort of thing leaves a massive multigenerational trauma and resentment. Then again USSR was just happy letting Nazi Germany try to stomp the Western Allies.
I know it's a meme, but idk, yeah, I would expect the capital of the "empire" where all the commanders and nazi leadership that were still breathing at the time were holed up to be a little harder to take than literally any other city in the country at the time, however important they were to the war effort.
