Wouldn't they earmark the money for a specific amount of time? Like 10k people at 80k/year means the positions are funded for 10 years, or something like that.
Though I wouldn't be surprised if they just blew the whole wad up front and had to lay them off later.
Start with a more "regular looking" base salary. Then double it to cover the "fringe" benefits. Then add in the cost of recruitment, which can run about one year of salary. So we're now triple the base salary. And that's just normal labor economics in this country, before considering the fascism.
Now, start adding the cost of cars, black ski masks, and other equipment.
I don't know if these guys earn paid overtime, but if they do, that will easily get you the rest of the way there.
