This is interesting and all, but I wonder why governments even bother with this stuff when they’re just going to ignore or quibble over the results.

Politics. governments are not monolithic bodies: science ca be promoted by one layer (the EU), fossil fuels by member states. Or pushed by different departments or parties in a coalition. You can even have a gov responding to pressure from ff companies while favouring evidence to push back
