Since I saw the Flash yesterday I think I can answer it now:
Round 1: Flash, he is fast enough to travel through time, which is a feat I don't remember from Quicksilver in the movies.
Round 2: same answer
Thanks for the answer, and I agree. What if no time travel was allowed in any of the rounds?
Flash could still run faster than light and would hit everyone with his wobbly arms
