Is this a GIFified MP4 of something that should have been a lossless WEBP in the first place? I see both DCT chunks and dithering artifacts.

Twitter stores media as mp4. Even if it says gif. My downloader uses ffmpeg to convert twitter's gifs into real gifs as original mp4s are often broken. Honestly I can't really see much of a difference myself and gifs just work.
