It's a dick move to make fun of the mentally feeble, but god damn. Does his wife have to tell him, "Careful, that soup is hot" at every meal?

Can't believe I'm defending the guy, but it was a (slightly lame) joke he made when addressing soldiers at the base. It works - you can immediately see he establishes rapport.
Vance is every awful thing that's been said about him. But that correctly reads like a joke. A dumb one, but a joke.
...and it's not that green.
