So if this is correct they only wanted to blow it up a little bit? What. Does that even make sense?

And what kind of sabotage groups are there. Is it part of the military, some special forces, or something else entirely?

I think they mean the damage was a lot worse than they envisaged. The left bank, currently under Russian occupation was hit much harder than the Ukrainian controlled right bank

I'd guess it'd be special forces or separatists playing at being special forces

Yeah I think a lot of information and context is still missing here... What did they hope to achieve by "scaring" them? Blackmail them to stop advancing?
