It gets more annoying when you realise it's absolutely intentional, since they managed to capitalise everything else properly. Initialisms, names, etc.
Especially ironic considering the author's name is in all caps
See, those are a capitalized for meritocratic reasons. Capitalizing the first letters of sentences is unfair initialism.
