How are stern letters supposed to stop a dictator that can't read?
They're just going to do it, and judges will shrug and say oh well. It's easier to dismantle than rebuild
Honestly, it needs to be rebuilt, but this definitely isn't the way to go about it.
I wish someone competent would fix the US education system. Spending twice as much as Europe on schools and healthcare and getting less from both is not ideal
