If you noticed this outage, it’s because you’re on Xitter and part of the problem.
Technically if you noticed the problem, you were part of the DDOS and were part of the attack.
But seriously, get of of X if you're on it.
I just noticed it because of all the complaints of Xitter users. I don't think that counts as being part of the problem.
Incompetence does not equal malfeasance.

He's been lying for years and still so many believe what he says. In any case, any group doing this would be at the very least spoofing their IP's anyway wouldn't they?
I’m sure one hit of the vpn was in Ukraine and they were like that’s it! Even though anon took credit for it.

I saw it all over earlier there are quite a few stories. But this was posted today on their channel https://opdreadnought.com/ I take everything with a grain these days, another group also took credit for the hack as well called dark storm.

When you're hated and incompetent, blaming the people you hate for your incompetence is a convenient scapegoat.
I suspect X was down because they screwed something up internally. When you'll never be required to prove anything, you can scream you're being hacked / ddos'd til the cows come home and rubes will believe you.
