Fixing a pothole is more then just slapping a layer of asphalt over the hole.

And even if it wasn't, the amount of asphalt used in all the speed bumps in a city wouldn't last very long repairing potholes.

There is enough, but road maintenance and road building are two separate budgets, and the former tends to always be empty, hence maintenance measures are put off.
