I only feel the need to fuse for Taus when I'm low on them. Only had to do that a handful of times. When you have as much playtime as I do they start to build up without the worry of running out.

Got two frames kitted with shards, and a nice lil stack going. Not as many as you though, but WF isn't my daily driver game atm.
I'll be honest, I never bothered to even check what they do lmao
It's definitely endgamey so it's never too late but you can be too early

No quests give them, tho you probably got it as a reward from Charity events, happened every year since release
Took me a bit of time to add them all up but here's where i'm at including what's been slotted:
Tauforged Red: 38 Blue: 20 Yellow: 42 Purple: 11
Regular Red: 49 Blue: 64 Yellow: 52 Purple: 5 Green: 10
So i have a bit i suppose.
