They did yes, but Russia's delivering some of their own currently
You can't be serious that Belarus has control of the nukes on its territory. It's all controlled by Russia.
ETA: If unrest occurs in Belarus, Russia will use the alleged vulnerability of the nukes to sweep in and take the country over.
