I wish it came down to picking and choosing based on need.

These days, for far too many people, the only consideration is affordability.

Even if you can convince someone that a $3500 e-bike is going to serve them much, much better than an $800 model, it really wouldn't matter if they can't afford it.

This is why government incentives (i.e. heavy rebates) should be a thing in more places.
