Tl;dr, there are 2 claims in the lawsuit

Residents and businesses were not notified by June 15th, which per MO statutes could make the increase illegal
In the transition to a new system, there were numerous delays that the County did not hold Tyler Technologies accountable for, leading to arbitrary increases that didn’t include a physical visit to property
