Why would they stop the easy way around needing warrants to spy on citizens?

Because that would be effective.
The house doesn't care about americans or effective governance. Domestic adversaries are of far more consequence to americans.
Good news for Americans.
More like good news for foreign non-adversarial middlemen who have no problem selling it to those nations for a cut. If you don't prevent the data collection from taking place it will still get passed around.
