Nah. They're just trying to rip common folk off wherever possible. Taxes, bills, child support, insurance, etc. then counter it by trying to charge others for ludicrous reasons. They're scammers that try to evade law that doesn't suit them and enforce law that does.

You can run a pump in a well easy enough off solar and batteries but you could probably pay municipal water bill for most of your life and it would still be cheaper then that option.
