Is the lower light on the black one OEM? I don't think I've ever seen one with that on it before.
Yes, it's the OEM rear fog light. Mandatory in the EU. Or at least it was at the time.
I want one of those OEM rear fog lights.
I think it might be slightly tricky to retrofit, as it's integrated in the lower part of the bumper. At least you'd need a steady hand when cutting the hole for it.
