Ottawa 'failed' to manage ArriveCAN app: auditor general

I can understand the costs that are associated with it.
What I cannot understand is how poorly this was managed. I've implemented systems that have cost several million dollars. And I have had to be able tos how the paperwork for those costs and where they went.
Like , looking at what Arrive Can was intending to do. The scope of it's ambition and how wide spreading it was meant to be. I can see the costs being somewhere about right.
But fuck sakes where's the audit trail? I'd be fired for this lack of management in my profession
Any criminality here? It was paraded around as a gross conflict of interest and fraud.
