Bro, I live in America okay? There's no federal law mandating benches be awful. These are all local laws or city ordinances voted for by citizens who are unsympathetic to the homeless.
Going the same way in the UK. London is the only city with a useful underground rail network and those stations are full of ads and are mostly badly designed

Just look at the horrific state of NYC stations. Even the "best" ones are in a pretty dire state.
