There are plenty of scenarios where an automatic tip is added, the main one being “large parties”. Many many restaurants will automatically tack on at least 18% to the bill if you have 5-6+ people together.
But, they often still expect you to tip on top of that. I’ve even had wait staff say the automatic 18% doesn’t go to them so you have to tip separately if you want to tip them directly.
In OP’s example, the restaurant is sneaking in an automatic 15% tip (which may or may not go to the wait staff) and then still has the usual tip space on the card bill encouraging you to tip more on the already tipped total.

It’s absolutely out of control in the US and Canada these days. I just went to a BBQ festival in my city and every booth was expecting tips even though you were basically just getting food from a counter with no service.
