Let's be honest 100 people in India have more wealth than the next 450 million. In a country like this, democracy is basically built on the foundations of freebies. Since so many people are poor, to gain their vote you need to give them something in return. To be fair this is understandable and even alright if you ask me. But this money has to come from somewhere. And that somewhere is income tax which only 2% of the population pays.
