Unpopular Opinion: Cows should not be allowed to roam city roads.

I think owning cows within city limits should be illegal or if you do own cows you shouldn't be allowed to let them roam the streets.

They cause all kinds of accidents on the road plus they attack sometimes without warning.

Cows will also be happier to not be in a city... Why is this not happening.

There actually is a law. In fact state govts spend hundreds of crores every year to build cow shelters. These shelters are understaffed and under funded so are insufficient to shelter all the stray cow.

Spending hundreds of crores annually is one thing. Actually managing the funds and staff is another.

The sad state of so many Govt departments is that complacency and corruption still exists. Talented staff have to work to the verge of burnout, and it's uncommon to see administration working hard to improve metrics.
